Assignment of IVAS levels to device types
The specification currently contains placeholder notes indicating that IVAS capability levels would be assigned to XR device types once the IVAS capability levels were defined. Since IVAS capability levels have now been specified, this CR removes the placeholder notes and provides the actual assignment of IVAS capabilities to the different XR device types.
This CR updates the audio/speech capabilities support clauses for all four XR device types by:
1. Removing informative notes stating that IVAS level assignments would be refined later
2. Specifying concrete IVAS capability levels for each device type
3. Implementing the change by referencing IVAS decoding capabilities defined in TS 26.117
