IVAS codec levels

This is a Change Request (CR) document for 3GPP specification 26.117, which proposes technical changes to properly reference IVAS codec levels. While it contains technical specifications and requirements, it does not contain any sections explicitly marked as "Proposal", "Proposal X:", "Proposal X.", etc.
The document contains a "Reason for change", "Summary of change", and technical specification changes, but these are not formatted as proposals in the standard 3GPP proposal format.
