## Purpose
This document provides RAN4's response to SA4's LS (R4-2509024/S4-251584) regarding RAN simulation assumptions for ULBC, specifically addressing questions about supported power classes for NB-IoT NTN UE and HPUE.

## Main Technical Contributions

### Power Class Support for NB-IoT NTN

#### Current Release Support (Rel-18 onwards)
- **Power Classes:** PC3 (23dBm) and PC5 (20dBm)
- **Supported Bands:** 256, 255, 254, and 253
- **Extension in Rel-19:** Band 252 added for PC3/PC5 support

#### Release 19 Enhancements
- **New Power Classes Introduced:** 
  - PC1 (31dBm)
  - PC2 (26dBm)
- **Applicable Bands:** 256 and 255
- **Target Device Types:** Both hand-held and non-handheld devices

#### Release 20 Future Work
- **Objective:** Study and potentially specify UE transmit power higher than PC1
- **Target Power Level:** Up to 37 dBm for NB-IoT NTN
- **Status:** 
  - Work item approved by RAN plenary (RP-251867)
  - Feasibility and specific power levels under study
  - Work has not yet commenced
  - No designated bands identified yet for higher than PC1 operation
